The Tennessee County Highway Officials Association (TCHOA) represents all 95 elected and appointed county highway officials across Tennessee, advocating on their behalf before the Tennessee General Assembly, the Governor, and state agencies.
Since 1987, TCHOA has provided critical support to county highway departments, ensuring they stay informed about new regulations and best practices. Through a close partnership with the Tennessee Department of Transportation (TDOT) and other organizations, TCHOA equips members with the tools and knowledge needed to effectively manage county road systems.
Led by Executive Director Brett Howell, who joined in 2021 with over 26 years of experience, TCHOA continues to deliver expert legal, financial, and technical assistance through collaborations with the University of Tennessee County Technical Assistance Service (CTAS) and the Tennessee County Services Association (TCSA).
